　　株洲，古称建宁，位于湖南省东部，湘江中游，是湖南省第二大城市，现辖四区五县，一个国家级高新技术产业开发区、一个国家级发展循环经济工业区、云龙、天易两个“两型”社会先导示范区。总面积11262平方公里，城市建成区面积1 05平方公里，总人口390万。是“中国优秀旅游城市”、“国家园林城市”、“国家卫生城市”、“国家交通管理模范城市”和“201 0年中国十大最具投资价值的城市”。

　　目前株洲市已形成了交通装备制造产业、有色金属冶炼及深加工产业、高新技术及先进制造业、化工产业、陶瓷产业、服饰产业等支柱产业。株洲创造了中国工业史上1 00多个“第一”，拥有亚洲最大的有色金属冶炼基地、硬质合金研发和制造基地，全国最大的电力机车研发和生产基地，江南最大的铁路货车、航空发动机和汽车零部件研发和生产基地，还是全国制造业信息化重点城市、国家新材料成果转化及产业化基地、国家火炬计划传感技术产业化基地。

　　2007年1 2月14日，经国务院同意，国家发展改革委员会批准长株潭城市群为全国资源节约型和环境友好型社会建设综合配套改革实验区，株洲成为长株潭城市群“两型”社会建设重要一极，株洲正在奋力打造株洲发展升级版，努力把株洲建设成为具有国际一流水平的交通装备创造基地、全国两型社会示范基地、中南地区商贸物流中心、国内外知名旅游目的地。

　　石峰区成立于1997年10月，总面积91.3平方公里，总人口25.1万，辖5个街道， 13个行政村，36个社区居委会，拥有株洲轨道科技城(田心高科园)、清水塘循环经济工业区两大国家级工业园区。2009年2月成立株洲清水塘循环经济工业区管委会，为市政府派驻机构，与石峰区政府合署办公。

Zhejiang-Jiangxi Railway and Hunan-Guizhou Railway pass through the district from east to west, and Beijing-Guangzhou Railway and Wuhan-Guangzhou Passenger Dedicated Line travel from north to south, There is also the largest freight train marshalling stations of the South--Zhuzhou North Station. 　　田心高科园于2000年9月经国家科技部批准成立，是株洲国家高新区“一区三园”的重要组成部分，2008年12月被省政府授予“湖南省株洲田心电子信息产业园”。拥有中国最大的机车车辆制造企业(南车株洲电力机车有限公司)和中国最大的机车车辆研发中心(南车株洲电力机车研究所有限公司)。为抢抓轨道交通产业发展机遇，加速田心高科园开发建设，2010年3月，石峰区委托中国城市规划设计院对园区规划进行调整，命名为株洲轨道科技城，园区控规面积由原来的8.8平方公里扩展到31.21平方公里。园区坚持走创新型发展之路，依靠现有的产业优势、科技优势、工业优势，坚持自主开发和技术引进相结合，大力发展轨道交通装备制造、电子信息技术、新材料、新能源和相关高新技术产业。

　　Tianxin High-Tech Park was founded in September 2000 and approved by the Ministry of Science and Technology； As an important part of Zhuzhou national New and Hi-tech District's “one zone and three parks”, it was granted as the “transportation electronic information industrial park in Hunan Province” by provincial government in December 2008.There is the largest locomotive manufacturer (CSR Zhuzhou Co., Electric Locomotive Co., Ltd.)and locomotive R&D center (CSR Zhuzou Electric Locomotive Research Institute Co., Ltd.)of China. In order to seize the opportunity of developing rail transit industry and accelerate the development and construction of Tianxin Hi-tech Park, Shifeng District entrusted China Academy of Urban Planning &Design. In March 2010, the government of Shifeng District commissioned China Urban Planning and Design Institute to readjust the industrial park, thus it was renamed as Zhuzhou Railway Technology City, and the regulatory planning area of it expanded from 8.8 square kilometers to 31.21 square kilometers. Adhering to the path of innovative development and relying on existing industrial advantages and technological advantages, industry advantages, we insist on integrating self-development and introduction of technology to develop rail transportation equipment manufacturing, electronic information technology, new materials, new energy and related high-tech industries.

　　清水塘循环经济工业区是2007年12月经国家发改委、环保总局、科技部、财政部、商务部、统计局六部委批准设立的国家第二批发展循环经济的试点园区，同时也是长株潭城市群资源节约型和环境友好型社会建设综合配套改革实验区率先启动的五个示范区之一和湘江流域重金属污染治理重点示范区，园区坚持走开放型发展之路，通过治理污染、修复生态，绿色搬迁、产业转型等方式，将清水塘地区打造成老工业基地改造、产业转型升级和“两型建设”样板。

　　为加速园区开发建设，石峰区组建了株洲循环经济投资发展集团有限公司，并升级为市级平台，委托区级管理，至2013年止，公司注册资本增加到6亿元，净资产达到35亿元，是株洲清水塘循环经济工业区开发建设的政府投资平台，承担着园区重金属污染治理、基础设施建设、土地收储开发、环保产业培育与服务、项目与股权投资等职责。

　　九郎山休闲旅游区位于石峰区北郊，北接长沙，西邻湘潭，是长株潭城市群城区最高峰，规划总面积1392.12公顷，涉及清水塘街道白马、大冲、九塘村和井龙街道九郎村。景区环境优美、资源丰富、奇峰延绵、古木繁茂、清泉叮当、百鸟啾鸣，拥有九郎庙、上林寺、石峰禅寺、双峰寺、洪武寨和秋瑾故居等20余处景观，实乃湘中山水精品、人文胜地。2013年8月省政府批准建立九朗山省级森林公园，成为株洲市城区首个省级森林公园。

　　Jiulang mountain leisure tourist area located in Shifeng suburb, north of Changsha , west of Xiangtan, is the highest peak in Changzhutan city group, covering a total area of 1392.12 hectares , including Baima, Dachong, Jiutang village in Qingshuitang subdistrict and Jiulang village in jinglong. 　　1、用地政策

　　①积极引导工业企业根据产业特色选址相应工业园区，保障重点企业生产建设用地计划指标，对重点企业建设用地实行优先快速供地。

　　②对新入园企业，区政府将视其投资强度、投入产出比，以及财政贡献等实际情况，通过税收奖励等方式对该项目予以扶持。

　　③企业孵化租用标准厂房的，租金优惠10%。

　　2、两型政策

　　国家“两型”社会建设综合配套改革实验区的支持政策长株潭城市群被批准为“全国资源节约型和环境友好型社会建设综合配套改革试验区”后，湖南省积极研究制订相关政策，扶持试验区内的项目发展。

　　3、循环经济政策

　　发展循环经济是新型工业化过程中从根本上减轻环境污染的有效途径。各级政府将通过提供补助金、低息贷款等手段帮助企业建立循环经济生产系统。设立环境技术开发基金，重点支持废旧物品回收处理和再利用技术的研究与开发，促进区域环境综合治理等公用性事业方面适用技术的开发、应用和推广。

　　4、产业扶持政策

　　①对石峰区产业结构有重大促进的特大投资项目，在充分享受国家、省、市支持产业发展政策的基础上，可采取“一事一议”的特殊方式给予特殊的产业政策支持。

　　②对符合入园条件的高新技术项目优先保证其用地，建设期行政性收费均采用最低收费标准。

　　③进入轨道科技城投资的项目，固定资产投资在200万元/亩以上，年纳税额在20万元/亩以上和进入清水塘循环经济工业区投资的项目，固定资产投资在150万元/亩以上，年纳税额在15万元/亩以上的，从投产年度起按当年新建项目缴纳税收的区级所得部分，三年内由区级财政安排其中20%用于支持企业发展。

　　④区政府每年定期组织轨道交通、机械制造等配套企业洽谈会，促进主机企业与配套企业实现产品对接。

　　5、服务和奖励政策

　　(1)实行株洲市“5115”工程政策

　　①实行特殊费用减免政策。“5115”工程企业新上生产性建设项目规划报建时，免收一切行政事业性收费和服务性收费。

　　②实行特殊服务制度。市加速推进新型工业化领导小组将对“5115”工程提供特殊协调、服务和指导，并派驻特派员负责协调处理企业和政府部门事务。

　　③实行特殊贡献奖励。对新实现主营业务收入过100亿元和50亿元的企业，市政府分别给予企业法人代表突出贡献奖励。主营业务收入超过100亿元的，按新增50亿元为个台阶，奖金作相应增加。主营业务收入超过100亿元或50亿元的企业，以后年度增长幅度超过全市规模工业平均增幅的，继续给予奖励。获奖企业经市政府批准可自筹资金给予本企业其他领导班子成员奖励。

　　(2)实行园区新办项目代办服务制，设立“绿色通道”，实行“一站式”服务。

　　(3)对重点项目实行“四个一”制度，即“一个项目、一位领导、一套班子、一跟到底”。

　　6、税收优惠政策

　　凡入园企业均享受国家规定的营业税减免和企业所得税减免政策。

　　1 Policy of Land Use

　　①Lead actively industrial enterprises to select relevant industrial parks according to their industrial features, ensure the planning index of production and construction land of major enterprises, and give preference to major enterprises and provide them with construction land rapidly.

　　②For newly coming enterprises of parks, government of the District will give support to their projects according to investment density, input-output ratio, fiscal contribution and actual conditions by means of tax incentives.

　　③For renting standard workshop for enterprise incubation, the rent will reduce 10%.

　　2 Two- oriented policy

　　National "two oriented" social construction of comprehensive reform experimental zone policy to support the Changzhutan group being approved as a "national resource-saving and environment-friendly society comprehensive reform pilot area", the Hunan province actively studies and formulates relevant policies, to support the development of pilot project in the region.

　　3 the circular economic policy

　　Developing circular economy is an effective way to reduce environmental pollution in the process of new industrialization fundamentally. The government will provide grants, low-interest loans and other means to help enterprises to establish recycling economy production systems. Establish the environmental technology development funds, focusing on technology research and development support for waste materials recycling and reuse, and promote technology development, application and promotion of comprehensive environment management and other public utilities.

　　4 Policy of Industrial Support

　　① As to any extra large-scale investment project playing an important role in improving industrial structure of Shifeng District, besides all policies of the City, Province and State on supporting industrial development, the special mode of “case-by-case”can be adopted to give special industrial policy support.

　　②Give the priority to ensure the land use of high-tech projects which satisfies the requirements of accessing parks. Their administrative charge during the construction period will be paid according to the minimum charge standard.

　　③For any investment project accessing Rail Transit Equipment Industrial Park, if its investment on fixed assets exceeds RMB2 million/mu and its annual tax exceeds RMB200,000/mu, and any project accessing Qingshui Tang Cycle Economy Industrial Park, if its investment on fixed assets exceeds RMB1.5 million/mu and its annual tax exceeds RMB150,000/mu, fiscal department of the District will arrange 20% of the tax revenue paid to the District according to tax paying standard of new construction projects of current year from the year of being put into operation, to support the development of the enterprise within 3 years.

　　④Government of the District organizes meeting for rail transit, mechanical manufacturing and other supporting enterprises 1-2 times every year, so as to promote product exchange between mainframe enterprises and supporting enterprises.

　　5 Service and Reward Policy

　　(1)Implement “5115” Project policy of Zhuzhou

　　① Implement the policy of reducing and exempting special charges. When enterprises of “5115” Project apply for constructing new productive projects, all administrative and service charges will be exempted.

　　②Implement special service system. The municipal leading group for promoting new industrialization will provide special coordination, service and guidance for “5115”Project, and designate specials to coordinate and handle the affairs of enterprises and government departments.

　　③Implement special contribution reward. For any enterprise which newly brings over RMB10 billion or RMB5 billion prime operating revenues, the municipal government will reward RMB1 million or RMB500 thousand respectively to the legal representative of the enterprise as outstanding contributions reward. For any enterprise with prime operating revenues of over RMB10 billion, the reward will increase correspondingly according to every additional RMB5 billion. For any enterprise with prime operating revenues of over RMB10 billion or RMB5 billion, if its later annual growth rate exceeds average growth rate of the City's scale industries, it will continue to obtain reward. After being approved by the municipal government, the rewarded enterprises may raise fund to reward leading members of the enterprise.

　　(2)Implement agent service system for new projects of parks, set up “green channel” and provide “one-stop”service.
